Is the Stoop open before the England game today?

Not normally why would it be? They do hospitality for their
       Twickenham debenture holders that’s all.

Well if lots of Harlequins season ticket holders won England
games in the ballot, then it might be worth while opening a bar
at the Stoop for them. [emoji4]

If they opened the bars and catering they'd make a fair profit!
Beer and food cheaper than over the road for the ticketed, and
show it on the big screens with a rugby atmosphere for the
unticketed, would be worth trying at least.

Be very popular with local pubs, restaurants, cafes and even RFU
       to take away their business

Harlequins used to do this. Indeed my son and I were heading to
Harlequins to watch the France vs New Zealand semi final on the
big screen in RWC1999. I remember it because we got tickets for
face value off a tout and were in the lower tier, North Stand
where all the action happened in both halves!
I suspect with them contracting out the catering, there's
actually no money to be made for Harlequins for opening up.
