while they are away, do they still have to field a squad with 15
EQP? Seems really hard to do, especially since, in that
scenario, they would have already done their duty for England
and supported the national team with players.

The key shift is from "average over the season" to "each
       matchday squad".
For those who can remember far enough back, there was a match
when Newcastle (IIRC) basically put out an academy squad against
us because it was the only way to get their average EQP
participation for the season above the 70% and claim an RFU
       bonus.
But if the requirement is to have 15 EQP players in each
matchday squad, it will skew teams much further towards relying
on their academies and making their foreign investments very
carefully. I wonder if there will be an injury dispensation -
the press release says the detail is still be worked out.
I am trying to imagine a worst case scenario for Quins - i.e. if
the only players we had available were non-EQPs, how bad would
       our position be?
2 props - Botta and Louw
       1 lock - Lewies
       1 back row - Taulani
1 SH - Steele (I believe Gjaltema is currently EQ through a
       grandparent)
       1 FH - Allan
both centres plus bench - Andre and Jones and Lasike
       1 back three - Green
       So that's 10 out of 23.
In a full strength matchday 23 we'd probably have Botta on the
bench, Louw, Lewies, Steele, Andre, Jones on the bench and Green
       - so 16 EQPs.
So there's room for manoeuvre - but not much in the current
       squad.
