August 2024 minimum of 15 EQPs in each match-day squad

So it may seem a long way off but with 3 year contracts the club
must be looking at this kind of stuff already.
Will be interesting to see how the clubs recruit over the next
few years to address this coming rule.
With the drop in salery cap I can see academy lads being
prioritized over mid range foreign (south African) imports.
Sale and London Irish stick out as ones that will need slot of
       turnover.
I think our match-day squad for Exeter had 17 who qualify so
it's nice to know we already put out squads that comply to the
       coming changes.

We made the decision when we were relegated to focus on the
Academy, IIRC, and have pretty much stuck to it ever since,
though we’ve also usually had one or two foreign superstars and
a roster of less famous ones.
After a slightly fallow period, our Academy now seems to be
churning out a whole generation of excellent players, across a
wide range of positions. Fingers crossed that they can both keep
doing the business and hang onto the players they produce

From that linked article, the following text:-

       > From August 2024, the intention is to move to a position where
there is a mandatory England Qualified Players (EQPs) system
under which Premiership clubs must have a minimum of 15 EQPs in
each match-day squad and the end of the foreign player rule...
       --- End Quote ---
Anyone know what the "foreign player rule" is?

AND...does anybody know if the 15 EQP rule is a Premiership-only
regulation? e.g., whether Premiership Cup (or future equivalent)
and European matches carry the same requirement?

As mentioned elsewhere, we (Sale) have already started to make
changes as all 5 of Alex’s hires have been EQP whilst we (will)
have lost an Englishman, an American, a Russian, a Welshman and
       a Saffer.
With rumours of more South Africans departing, I think we’ll be
a much more Anglo-centric team going forward.

Well the article says Premiership clubs and I doubt anyone gives
much of a toss about the Premiership Cup. As for Europe, I don't
think England still has the right to tell everyone else what to
       do. 🙂

So if a club loses 4 or 5 players to England in the 6 Nations,
while they are away, do they still have to field a squad with 15
EQP? Seems really hard to do, especially since, in that
scenario, they would have already done their duty for England
and supported the national team with players.

Not sure if any of this changed post Brexit.

HOW MANY FOREIGN OR OVERSEAS PLAYERS CAN PLAY IN THE
       PREMIERSHIP?
It is important to note that the legal definition of foreign
players is different to one of non-English players. In addition,
players can fall under the Bosman or Kolpak rule. The Bosman
ruling reinforced the Treaty of Rome in a sporting context,
allowing the free movement of EU national workers around other
EU countries. This effectively means any EU national has the
same rights as any ‘local’ worker and therefore cannot be
       defined as a foreigner.
In the Premiership, the rule on foreign players has been amended
to come into line with the regulations in European competitions.
A maximum of two foreign players can now be in the matchday 23,
at all periods during the season.
The level of English Qualified Players (EQP) in the Premiership
has been fairly consistent since the inception of the league,
and now stands at approximately 70%. This means on average there
are approximately 200 English players playing every weekend in
       the Premiership.
