       It would make sense it was Exeter. They have let go of two
       big-ticket forwards and talk persist about Gray leaving for
       Scotland.
       Additionally, their success with their academy, producing many
       England players, would result in many large wage increases and
       difficult choices about player retention.
       Something that we may struggle with. Especially with the lower
       cap now in place.

       Then again Mark Evans has often said that when a salary cap
       works properly the most successful clubs have to release players
       season on season so Exeter's departures could also be
       interpreted as a club operating within the cap.

       Have we had an internal investigation into the missing salary
       related to Doran-Jones and Roberts? Apparently money left our
       coffers regularly but no players showed up

       The Rugby Paper report (not seen any mention of the breach
       elsewhere) categorically says it’s not

       price.Wonder why they turned down France.Demanded too much?

       championship.

       Be surprised (and disappointed) if it’s Exeter given how vocal
       they’ve been about Sarries.  Wouldn’t be surprised if it’s
       Bristol.  Whoever it is, punishment needs to be harsh - and yes,
       even if it’s us.  We’ve had a decade of cheating in the Prem and
       it’s embarrassing.

       Can’t be Brizz as they’re nowhere near the top six. Unless they
       mean a top six from last season. That is very different to the
       current top six.

       It's not the salaries that are the problem. It's the "extras".
