Okay, here's the official statement:

Following a meeting of the EPCR Board today (Friday, 17
December) it has been decided that due to current exceptional
circumstances, Round 2 matches in the Heineken Champions Cup and
EPCR Challenge Cup between French and UK clubs scheduled for
tomorrow (Saturday) and Sunday are postponed.
This is a consequence of new travel measures between the UK and
France which are being introduced by the French Government.
The Board received briefings from the three professional leagues
which included updated information from the respective
governments, however, there were insufficient assurances that
these matches would not be at risk.
Therefore, the intention is to reschedule the following Round 2
fixtures to a later date:
HEINEKEN CHAMPIONS CUP
Bath Rugby v Stade Rochelais
Sale Sharks v ASM Clermont Auvergne
Scarlets v Union Bordeaux-Bègles
Stade Toulousain v Wasps
Stade Francais Paris v Bristol Bears
EPCR CHALLENGE CUP
Worcester Warriors v Biarritz Olympique
London Irish v CA Brive
All other Round 2 matches scheduled for this evening (Friday),
and over the weekend, will go ahead as planned.
EPCR will provide a further update as soon as practicable and
will continue to liaise directly with all clubs, leagues and
stakeholders.

Basically any game involving French teams visiting UK teams is
off for now. All other games proceed as planned. Quite where
they think they're going to be able to fit in these fixtures
later I have no idea. I can only guess that there'll be a few
short turnarounds of teams playing 3 games within 10 days.

Really don't understand why the games involving a UK based club
going to France need to be postponed.

Well if I was Scarlets or Leinster I would be pretty fed up
about that. Particularly Leinster as there match was a second
round fixture which just happened to be scheduled for last
night.

Heard they're going to have a charity battle royale in the west
car park pre big game. Loser has to read Ruck articles for a
month.

Do you mean the other way around? French clubs to the UK?
There's no restriction this way, other than the multiple tests,
which clubs are doing in any case presumably.

I think it's the concern in the French clubs that if they were
to test +ve after travelling to the UK, they risk not being able
to re-enter France.

Exactly - there's nothing stopping the UK clubs travelling to
France tonight, which I'd think they were likely to do in order
have a good preparation for the game.

Understood but this decision has greatly increased the risk of
the Heine not finishing this season. But perhaps that's the
thinking, take that chance rather than increase the risk of the
domestic leagues getting badly disrupted or not finishing, which
would only compound a serious problem?

My guess is there'll be no more cup fixtures after this weekend.
Later in the season they'll announce a new format to complete
it. Probably straight knockout games.
