       Quins v Cardiff

Highly unlikely to be on (18/12) with Cardiff stuck in SA with
COVID in the group. Have to quarantine in SA and then back in
       the UK

The Grauniad are reporting exactly the same:

I think it is not that easy. Players need to be registered for
the competition. From my understanding, you can't just suddenly
       register all your academy

Actually, looking at their registered players, they have 66
registered - so maybe not an issue if 1/2 the squad are not
       available.
Josh Adams, Hallam Amos, Scott Andrews, Rhys Anstey, Dmitri
Arhip, Kieron Assiratti, Rhys Barrett, Jacob Beetham, Liam
       Belcher, Ellis Bevan, Theo Bevaqua,
James Botham, Will Boyde, Gwilym Bradley, Ben Burnell, Theo
Cabango, Rhys Carre, Kristian Dacey, Efan Daniel, Seb Davies,
       Will Davies-King, Corey Domachowski,
Gwilym Evans, Ioan Evans, Nathtan Evans, Jarrod Evans, Dan Fish,
Rhys Gill, Mason Grady, Willis Halaholo, Jason Harries, Iestyn
       Harris, Jamie Hill, Ellis Jenkins,
Owen Lane, Alun Lawrence, Rey Lee-Lo, Dillon Lewis, Shane
Lewis-Hughes, Max Llewellyn, Ethan Lloyd, Alex Mann, Harri
Millard, Sam Moore, Sean Moore, Matthew Morgan,
Kirby Myhill, Josh Navidi, Rhys Priestland, James Ratti, Olly
Robinson, Matthew Screech, Luke Scully, Garyn Smith, Aled
Summerhill, Jake Thomas, Ben Thomas, Rory Thornton,
Brad Thyer, Jason Tovey, Josh Turnbull, Ryan Wilkins, Lloyd
Williams, Teddy Williams, Tomos Williams, Cam Winnett
To compare, we have 59 players

Given the situation, if the options are to relax the
registration rules or to cancel games then they are more likely
       to relax the registration criteria.

Looking at their squad, the front row situation could be a
       challenge.
       They have 6 loose heads and 6 h0okers - but only 4 tight-heads.
I would assume that they took spare props to SA just in case
       they had any injuries.
If so, they could be short in this area. I am sure that the
rules are that you need to have a full front row on the bench
       for any game.
So, even if they do relax the rules, you may be getting some
very junior front rows in - and then you have to consider the
       safety of the players.

They might rather take the hit and forfeit the game rather than
field the academy and get a mullering against our first team.

Am guessing the other view is 28-0 forfeit = 5points to Quins.
Could fielding academy players possibly lessen that blow? And
would it be good giving game time to their less experienced
       squad members..
