Where's the evidence for this, though? Exeter's appeal has been
largely on the back of European success; Bath have struggled to
attract and keep top British talent at the club.

Chiefs over the years have attracted Tigers players - Waldrom
etc and if you look at their squad now other good club players.
Bath have lost out a bit to Bristol now. I am not talking about
top players just good Club players.

So if we correlate salary, housing costs etc, then the best
place to have a team would be where there are very few teams and
the worst place in the city that has produced the champions for
7 of the past 10 or so years...

In fact, ~ ⅔ of the winners of the Premiership since its
inception have come from London or Bath (which is not at all
cheap) and ⅓ from Leicester, Exeter, Newcastle and Sale...

The best place, as long as that city has a team that breaks the
rules in multiple years to 'win'. Their Prem trophies are as
valid as Lance Armstrong's 'wins'.
