I think he's got two better chances than that.
One possibility: Russell is injured, Biggar is nursing a bad
ankle and Farrell has been said to have a shoulder problem. It
only takes one of Farrell or Biggar to be in worse shape than is
being reported and Marcus will make the bench.
Second possibility, and in my mind the more likely one:
Townsend's attacking strategy calls for having someone who can
change up the game in the final quarter. That was going to be
Russell, but he is definitely out this week. If they are still
going to use that strategy, the only fly half who fits the bill
is Marcus. Again, he makes the bench.

Shame for Smith but not a surprise. Farrell covering 10 says
that Fatland believes that he'll need to close the game put late
on, so a lot of belief in Biggar. If Biggar does get injured
then Marcus looks good for the 2nd test.
Pleasantly surprised by the lack of welshman. Big call for Lawes
at 6 and really pleased for LCD. Alas the front row will suffer
due to the loose heads not being good enough, not their fault
just the way it is.
Really hope the back 3 can come alive and that they get the
service, then there is a good chance of pilfering something.
Sadly, I think the lack of forward dominance will give the Boks
a good 12 point advantage. Hope I'm wrong, of course.

Considering the current weather report, I don't think that I
would choose Smith. I think he could struggle kicking in high
winds.
FYI - here is today's weather report -

But, the cold front may pass by then and calmer weather may
return.
