I think Uren was okay, watching that closely. The Tigers lock
stepped over the ball as the scrum wheeled and it was clearly
out of the scrum for a split second. Uren reacted to that. By
the time he had hands on the ball, the flanker had stepped
forward to cover the ball... but once the ball is out you can’t
take it back in.
Still, the whole thing was pretty unedifying from Bristol, and
also for Genge. He’s a good player in the loose, but like Mako
his scrummaging is vulnerable against the top class tightheads.

My take from that was that the laws clearly need looking at.
Even if you'd taken away the whole touchline debacle and Afoa
had just come back on with no delay, the effect of the yellow
card, especially with the clock already being in the red, was
not to penalise Bristol at all, but in fact to hand them an
advantage, as they got to bring back on a first rate prop who'd
just had a nice 40 minute rest to square up to Genge, who'd been
taking his replacement apart despite having played the full
game!
Yes, I know they had to take another player off to make up for
Afoa coming on, but at that late stage of the game, the
advantage to being able to hold up in the scrum was always going
to far outweigh the downside of losing a back...

I sort-of agree, but if it was an advantage, why did Leicester
decide to take the scrum again? They could easily have tapped
and gone, or gone for the lineout instead.

They must have indicated that they wanted the scrum again -
perhaps expecting that either it would go uncontested or Genge
would maintain his edge over Bristol, and not having calculated
that a refreshed Afoa would be a more potent threat - as the
whole tocuhline debate wouldn't have kicked off if they didn't
need a replacement prop on the field. Once they'd made that
call, and it had been determined that Afoa needed to come on, it
was too late to change it. Though i dare say that if Borthwick
or the captain had said "Look, sir, if they're going to play
silly buggers can we change our option and go for the tap?" it
would have been allowed.

They are allowed to change their minds if the situation is
changed, yeah. Similar thing happened in another match very
recently.

Just having to make that choice feels unfair to me.
Personally I'd fix it by saying that if a team concede a yellow
card at a scrum inside their own 22, they automatically concede
a penalty try to go with it.
