Premiership relegation is set to be suspended until at least the
2024-25 season, but the top division could be expanded to 14
teams if a second-tier club are willing to buy shares.
In February, the RFU council approved a moratorium on relegation
for this Covid-disrupted campaign, with the option to extend the
ring-fencing arrangement - subject to further negotiations with
various 'stakeholders'.
Sportsmail understands that talks have led to a plan for no club
to go down for four seasons including the current one.
However, there is a widespread desire to further expand the
elite league, which will increase from 12 to 13 sides after this
season. Saracens are expected to be promoted, but Premiership
clubs are keen to welcome a 14th team.
The path is clear for ambitious Ealing Trailfinders to join the
top flight in due course, if they win the Championship and are
willing to invest £20-35million to become full shareholders.
The RFU council are due to consider the extended ring-fencing
system at a meeting in June. Sources have told Sportsmail that
clubs anticipate the union will ratify the proposal. It would
mean Premiership clubs are protected from relegation until after
July 2024.
That is when the eight-year professional game agreement between
the RFU and PRL (Premiership Rugby Ltd) - a funding deal worth
in excess of £200m - will expire. It could be a time of
upheaval, with critical club- country negotiations following a
period of financial turmoil.
Saracens are seeking to bounce straight back up to the
Premiership after being relegated for past salary-cap offences,
exposed by Sportsmail.
The fallen European champions are expected to qualify for the
two-leg play-off final — with BT Sport understood to have
acquired the rights to screen the decisive second leg on June
19.

Shocking, yeah right! like that wasn't always on the cards.
Even if Saracens don't make the championship playoff they then
get in to the new ringfenced league due to being a shareholder.
Who said cheaters never prosper?!?!

None of this would be an issue if the Premiership were owned/run
by the RFU (and not the Clubs)

Hah!
As an ex member of Richmond (while still a fan of Harlequins)
when it was in the premiership you don't know how those words
raise my hackles.
The premiership clubs did everything in their power to cause
Richmond and London Scottish to fold. They deliberately let
Richmond go to the wall when they could have been saved.
And now 14 teams is the right number again?
Hah!

Maybe in a couple of years someone will have another bright idea
of "merging" three clubs resulting in two disappearing into
oblivion. If so I have a nomination for one of the two.

There are valid arguments for both relegation & ringfencing
,though the latter is more to do with self
interest/preservation , whilst the former is what most have
always been used to & accepted as just deserts for a seasons
underperforming .
Personally I hate the idea of ringfencing and see it as
"franchise" rugby and that, in suggesting after 3 years that
Ealing could be admitted subject to coughing up a £25-30m
"stakeholder" fee, it deprives ambitious clubs like Pirates &
maybe Coventry of a place at the top table.

To have Quins, Irish and Ealing all virtually in the same area
of SW/West London is madness all competing for the same fans/STH
will be suicide for one.

We, as Quins fans, really shouldn't be berating Sarries for
cheating. We should be lobbying for having a fair salary cap in
the first place.
Based on the figures released, Sarries exceeded the cap by an
annual average of 15% in the three years in question. That
doesn't come close to bridging the cost of living gap between
the areas their players and ours have to live in and those
available to the the Northern, Midlands and South-West clubs.
The whole idea of the salary cap is that it provides a level
playing field for all clubs, but it can only realistically do
that if there is a London weighting allowance for us, Sarries
and Irish, then probably a lesser one for Bath & Bristol. Until
then, if we want to regularly challenge for silverware, the only
realistic option we have is to "cheat".
