I have to say that he has cleared up his first rant about this.
But for me, this is pretty much spot on.
Crazy to say that a head coach cannot change the culture!!

We shouldn't really be giving him the hateclicks he craves. It
seems to me that Danny Care understands the difference between
culture and values, but Foode doesn't.

Some of the replies to this leave me shaking my head.
Some people on here myopically support the team as if nothing
       wrong can happen!
Im still pretty angry at the whole situation. What Head Coach
will want to manage a club, that tells him how to set the
       culture.

Culture doesn't come from one person. And as I've said on other
threads, perhaps the club balked at the culture being public
       humiliation of coaches and players.
What coaches will want to work at a club where their ideas are
belittled and thrown out in favour of tried and failed?
Goode does talk a load of rubbish:
       --- Quote ---
       > One thing is for sure, the culture at Harlequins isn’t a
winning one and it hasn’t ever been really on a consistent
basis. They won the Premiership title in 2012 and had won the
Challenge Cup a year earlier with a strong group of players, but
it has been downhill since then.
       >
       > Everyone wants to be winning titles and competing at the top
end of the table but that isn’t possible and Harlequins seemed
to be building nicely for a while under Gustard, finishing fifth
and sixth in the league since he took over after ending up in
       tenth place prior to that.
       --- End Quote ---
       It's been downhill under Gustard.
       2015/16 - 55 points
       2016/17 - 52 points
       2017/18 - 36 points
       2018/19 - 56 points (Gustard)
       2019/20 - 51 points (Gustard)
       this season - 14 points from 6 matches - extrapolating to 51/52
points at season's end (Gustard out)
That's the wrong sort of progression entirely. We had a bump
       when he joined, that's it.

No sorry. As Ugo said on the BBC pod, you can't have 8,9,10 of
Dommers, DC and Magic Marcus and expect the team to play a kick
chase game and be happy about it...

Ranting opinion piece from Goode. Really wouldn't give it
       oxygen.
The idea that a DOR can impose a 'culture' on a club isn't
realistic. There are some examples of where an individual
embodies and controls the culture and ethos of a club, SAF at
Man Utd as the best example. But the idea that a DOR should
own/impose the culture from top to bottom is outdated. That is a
massive 'brief' for any one person.
I'm actually very encouraged by the Laurie interview which
suggests to me that he's looking at the broader questions. What
do Quins stand for, what is our rugby philosophy from academy
through to first team, do we have the right
infrastructure/pathways etc. The DOR recruitment then becomes
who is best fits with and can nurture that philosophy.
I really do think that the idea of parachuting in a autocratic
type DOR and expecting them to wave a magic wand is unrealistic.

Too many to mention in my opinion.

       Some of the three replies?
Gustard was not the Director of Rugby. Both Millard and
Dalrymple are in positions better suited to building the club
culture (which includes, but is not exclusive to, the playing
side of the business). It may be that splitting the role into
two created a disconnect which caused some of the problems, but
if Gustard expected to build the club culture rather than set
the coaching direction and his values, then he didn't pick up on
the difference between his role and a traditional DoR role, or
maybe thought he could change that from within.
