By "does" you mean he administers the deals. The coaches and
scouts decide the players they want to bring in - Millard's role
is to make that happen within budget constraints.

Mmm - 2 conficting views - interesting & presumably reflects
the 'split DOR' role. It will be interesting to see his
Millard's selection on Sunday and if/how much it varies from the
usual. I imagine any incoming DOR will want control over
recruitment of staff and coaches though. How can you implement a
new strategy/gameplan if you don't have the squad to fulfill the
vision ?

Any serious contender for the DoR role at Quins, if he had any
sort of tactical brain would want to talk to Connor and Paul
before taking on what is clearly a club run by the 'prefects'.
He'd listen and if he had any sort of tactical brain he'd keep
walking.

Lots of fiction appearing on here now and I can’t imagine anyone
giving out ‘orders’ in the 21st century being able to put
together a team let alone be a rugby coach. From the sound of it
you have all been watching US news too much and gone orange

Of course head coaches give out orders. Rugby is a highly
structured game.

Depending on how the review turns out, how long it takes to
identify if there are managerial structure changes required,
identifying potential candidates, interviews, etc, it's safe to
say that If/When a new DoR or HoR takes over for next season,
they will have little or no influence over player
recruitment/retention for their first season. They may also not
have much say over the coaching staff (unless they bring a whole
team with them as a package deal.
