D-Quins has highlighted the key issue. Arhip's arm is braced in
contact with his own chest when the tackle is made. He is
allowed to fend & push a tackler away with the non-ball-carrying
arm in those circumstances. No card.

There's a tiny movement when he braces his arm for the impact.
Depending on how you view it he's just doing that or he's
raising it to strike the tackler. It's a very, very close
decision but I tend to come down on the "no red" side.
