Mainly the tackler's fault I reckon. At the moment of impact the
ball carrier's arm is braced close to his body - I don't see
anything wrong with that, nor with the follow through as long as
it isn't to the face/head or neck.

Not a red. Totally agree QP, Arhip doesn't lead with his arm...
it's just awful, awful tackle technique. That's like red carding
a ball carrier because the tackler launched his head at his knee
and knocked himself out.

It's fine. Sure he fends him off with the forearm after contact
but he has the ball in that arm. Initial contact is fine, didn't
leave. Baffled why that's even a pen.

Ah no, ball was in the other arm. Different story. Think that's
pretty bad.

Didn't Bothma see red for leading into a tackler with his
forearm? Can't remember if it was the ball carrying arm or not.

Clearly fends outwards and upwards with the forearm that’s not
carrying the ball - that’s a red for me.

His arm is on his body until contact is made, You can't lead
with your arm away from the body. However when contact has been
made you can lever them away from you with the arm. A ultra
slow motion would show if the arm comes away before contact, but
it looks to me like it was after contact to me, so no this is
not a Red or Yellow.
Bothma's arm was not in contact with his body and was leading
with it which is why he was penalized
