Re the timing of the announcement, I believe it depends on when
the club the player is moving to would want to announce it as
well as the club that the player is leaving. When a player move
is announced near the start of the calendar year, it's usually a
player who's been courted by the new club as a higher profile
signing. In this case Edinburgh wanted to trumpet their signing
of the pair, so Quins will have agreed a date where the two
clubs could both announce at the same time.
In the case of announcements nearer the end of the season, that
tends to be for the players that are being let go by the
existing club and a new club has picked them up as a "free
agent" rather than actively pursuing their contract earlier in
the year. There will also be a factor where the DoR/HoR will be
finalising their big name players in the squad first before
later "filling in the gaps" of squad players etc after the major
recruitment has been done.

Also, Quins tend to make their squad announcements as late as
possible, certainly later than many other teams. But the
transfer negotiation window opens in January. It's unusual for a
deal to be sealed quite this quickly, but clearly Edinburgh knew
who they wanted and had an offer that resonated.
It might be the beginning of a bit of a theme though - with the
salary cap reduction in the Prem, the Pro14 or whatever number
it is this week, may well be able to close the gap in salary
offers and attract IQPs, WQPs and SQPs back to their respective
folds. If I were Gussy, I'd be making sure I was hanging on to
Steele or finding a good replacement...

I’m definitely in the shame they are going camp Lang has
suffered a bit from being seen as a utility player hope he gets
the chance to play regularly in a single position in Scotland
and Young has been very consistent this season very useful squad
player and would be pushing to be a starter if he continued his
progress. Just seen this on Twitter
Glen Young has made the joint most offloads (6) and 2nd most
passes (33) of any forward in @premrugby this season, while he
also ranks in the top five players for tackles (65) and lineouts
won (22, incl steals).

The Scots only have two club sides which is why they don’t have
a minimum cap rule like with the Welsh or a necessity for the
players to be in their own regions like the Irish.
In other words, the Scots aren’t really in a position to have
all of their players in Scotland.

Scotland may not have the same pressure available as
Ireland/Wales in pushing players to play "at home" but having
combinations play together at club rugby enhances the chance of
being picked at international, especially with fewer
opportunities currently to train elsewhere, as players know each
others games and can react better to it.
A lot of international teams do well when there has been a core
from one club. In some cases being more successful than the
club which they came from e.g. the Quins in the 91 RWC,
sometimes it mirrors e.g. when Leicester and Saracens had the
core of the squad

Lang has announced he wants to focus on playing 12, and having
Andre Esterhuizen here would definitely be an impediment there!

I don’t disagree with that. I’m just pointing out that the
Scots’ ability to bring their players back in to the ‘fold’ is
limited by only having 2 club sides. Also somewhat ironic
considering very few of them are actually Scottish. Glen Young
is the exception.
