I have always wondered what you do if somebody is a bit gobby to
the ref when defending on their own 5 metre line. I assume that
you can't march them back or they would go over their own try
line???

You'd march them back to the try line. Same thing as when
there's a line-out on the 5m line. The usual requirement for
those not in the line-out itself to be 10m behind the position
of the line-out is changed to allow all the defenders to defend
on the try line.

Yeah I meant it wasn't a pat on the head, if I remember there
was some cheering at winning the penalty.

With nothing left on the clock and a penalty won, Care spoke to
referee Alan Lewis - "I may have said something," the scrum-half
said later - and the penalty was reversed, condemning Harlequins
to another minute under siege.

Or simply introduce the yellow card sin bin to football - I
really think that would be a game changer. Might even be tempted
to watch a game every now and then if footballers weren't so
obviously disrespectful to the ref and blatantly dramatic when
faking fouls and "injuries". The threat of the sin bin would go
most of the way to achieving this, no doubt in my mind.

He didn't say anything to the ref, he was celebrating. The
players were very grumpy about it on the way home, iirc!

From my recollection of playing days, (and that is a really long
time ago), ungentlemanly conduct was a serious offence, for
which you could be asked to leave the field.
Having said that, in all professional sports, unfortunately ever
more so in our game, such behaviour is becoming more and more
commonplace, even in cricket.
Furthermore, it still is, according to Law 20. Extract as
follows (note especially 20.4):
Application of the Regulation
20.1 The provisions of this Regulation including the World Rugby
Code of Conduct (Appendix 1) apply to all Unions and
Associations within their respective jurisdictions at all levels
and it is their responsibility to advise their Players, Persons
and Rugby Bodies of this Regulation. Unions and Associations
shall ensure that they have in place disciplinary regulations
compatible and not in conflict with this Regulation 20 and such
regulations are applied to and complied with by all Players,
Persons and Rugby Bodies within their jurisdiction.
20.2 Any act of Misconduct shall constitute an offence under
this Regulation and may result in disciplinary proceedings being
brought against and sanctions being imposed upon the Player,
Person, Union, Association and/or Rugby Body involved.
20.3 For the purposes of these Regulations Relating to the Game,
“Misconduct” shall mean any conduct, behaviour, statements
and/or practices on or off the playing enclosure during or in
connection with a Match or otherwise, that is unsporting and/or
cheating and/or insulting and/or unruly and/or ill-disciplined
and/or that brings or has the potential to bring the Game and/or
any of its constituent bodies, World Rugby and/or its appointed
personnel or commercial partners and/or Match Officials and/or
judicial personnel into disrepute. Misconduct shall only
exclude Foul Play during a Match which has been the subject of
consideration and a finding under the regime prescribed for
Ordering Off and/or Citing in Regulation 17.
20.4 While it is not possible to provide a definitive and
exhaustive list of the types of conduct, behaviour, statements
or practices that may amount to Misconduct under these
Regulations, by way of illustration, each of the following types
of conduct, behaviour, statements or practices however or
wheresoever undertaken are examples of and constitute
Misconduct:
(a) acts of violence or intimidation within the venue in which
the Match is being played including (without limitation) the
tunnel, changing rooms and/or warm-up areas;
(b) acting in an abusive, insulting, intimidating or offensive
manner towards referees, assistant referees, Citing
Commissioners, members of Disciplinary Tribunals or other
officials or any person associated with the Host Union, the
Rugby Body or the Unions participating in the Match or
spectators;
(c) acts or statements that are, or conduct that is,
discriminatory by reason of religion, race, sex, sexual
orientation, disability, colour or national or ethnic origin;

Yet again the solution to the problem is already in the hands of
the referees. If a player asks for an opponent to be given a
card then reverse the penalty and/or show that player the card.
Of course for this to work those in charge of the referees need
to back them in this. Do this a few times and the problem will
cease within a week or two.

The only scenario where it’s OK to ask for a card IMO is if a
team is repeatedly offending in the red zone. I’d almost expect
the captain of the attacking team to politely ask ‘how many more
offences before someone goes to the bin’?

Law 9.
27. A player must not do anything that is against the spirit of
good sportsmanship.
28. Players must respect the authority of the referee. They must
not dispute the referee’s decisions. They must stop playing
immediately when the referee blows the whistle to stop play.
As mentioned, just back the ref. I've noticed over the last few
weeks, that referees are appearing to use the TMO a little less.
Not sure if this is an instruction from above or just a
coincidence.
