Limiting gatherings to 10 people until next year is suggested in
the article, that is bonkers. There seems to be some suggestion
in most of the press that "normal" life can't return until there
is a vaccine, there may well never be a vaccine. Vaccines don't
work if the virus mutates too quickly, there are already
mutations in the virus around the world, corona virus are a very
simple type of virus made up of RNA, they are highly prone to
mutation, that is why there is no vaccine for the common cold.
Rugby will completely die as a sport, and so will every other
form of sport and entertainment, football, cricket, theatres,
concerts, restaurants.....
The reference to the Nightingale was to illustrate that the
models aren't necessarily correct. The government seems mainly
to be listening to Ferguson of Imperial who doesn't have the
best record, Foot and Mouth (2001), Swine Flu (2009), Bird Flu
(2005), BSE (2002) all his models were hugely wrong on those 5
diseases. The best data we have is from the Diamond Princess
(the cruise ship where people were infected) a floating petri
dish and the data from that closed system is nowhere near as
scary as most of the models. Of course if you believe the
Chinese data then the fatality rates are horrific, but can you
trust them.

Based on the same somewhat unproven (and unprovable at this
stage) fatality rate of 1-2%. To be fair they do say "may be"

What would be your acceptable rate of fatality? Your comments
seem to suggest that you believe that this whole coronavirus
thing is a bit overhyped.

Are you suggesting that World Rugby is using the coronavirus
pandemic to increase TV revenue?

To be honest, after reading it, it all looks quite practical
(apart from GDPR).
The key is that this is a living document and will update as the
situation becomes clearer.
It stipulates the things that clubs should do to provide a safe
environment - e.g. provide hand sanitisers.
In principle, it assumes that governments will generally
gradually open up public meetings - e.g. under 2 people, then
under 5 , under 20, under 50, under 250, etc.
It then states that there are 167 people people needed to host a
game in a stadium (although I disagree that this many would be
needed for a 'behind closed doors game' - why would you need a
Big Screen operator?)
It then suggests what you would need to do to ensure safety for
the initial steps e.g. <20, <50 & <250.
However, the suggestion that everyone completes a daily health
assessment on Google Docs could be a GDPR nightmare as this is
personal sensitive data. So, although this seems a good idea,
it would need some special care.

The number of people required for a game could easily fall into
the three figures. there's typically 25 players that make the
trip for either side (two non-playing in case of injury during
warm up, coaching staff, internal medical staff from each club,
external medical staff in case of major injury (and you'd want
more than just a single ambulance crew). Assuming that there's
still going to be use of a TMO then you need camera operators
with some production staff in the truck with the TMO in order to
do the technical stuff (including showing any TMO-referred
footage to the ref on the pitch, so the WILL need a big screen
operator!).Add in a skeleton ground support staff to get things
ready, etc, and you're well into the triple digits...
