       I'd say a time limit would be the best way forward, 120 seconds
       from the first set for the scrum to be completed. Should be
       enough time for us to resets of needed.
       If the scrum is not completed and the ref can't see a penalty
       reason then a free kick is given to the team who won the
       original scrum penalty.
       That way a max of 2 minutes for a scrum and 30 seconds for the
       free kick to be taken.
       Should get rid of the obvious time wasting tactics that go on at
       scrum time.

       but that just encourages the team with the scrum to keep taking
       it down surely?

       I know! Have a standing scrum but pushing backwards. What could
       possibly go wrong?

       Get the props to bind on the body with elbows up.
       Remove the hit -there is no shove before the ball is in.
       So no hut 2,3,4 on engaage.
       Have both teams time their shove, the side putting in from the
       scrum half's tap and the othe side from the loose heads call of
       ball in.
       Then you can insist on putting in the ball straight and down the
       middle of the tunnel - no need to favour the putting in side.
       Also reduce the number of subs so front rows are expecting to
       play 80 minutes.
       You cannot accidentally feed the ball at sixty degrees - so you
       can yellow card the first offence.
       Ditto for binding on the arm, if you do not tell me you missed
       your bind and ask for a reset  - then you did it deliberately
       (or you do not know how to bind which is worse.)
       We all know that when we played we pushed the line until sir
       pinged us then took it back just a little. So unless the refs
       collectively get a grip the scrum it will continually be a mess.

       Yes, get the front row to bind, then the locks, then the back
       row. Surely that would make for much steadier scrums?
