The idea that it's a typo comes from the Saracens board and it
seems unlikely given the language that it a would be a typo.
Additionally, RIL is thicker than a whale sandwich so please
don't treat him as any kind of expert.

FWIW don't believe it's a typo. My understanding is the two year
thing was in the rules to stop a championship club being bought
by a rich person who then bankrolls with unlimited money a team
of superstars as a way to getting the champ side into the prem.
Yes he can still bank roll them but still needs to keep (and
prove) that it's been done under the prem salary cap. Whether it
will be applied to Sarries I know not, hope it is though

Do the regs say they have to have complied with the cap or does
it merely say they have to show their salary details?

I read it was checking two years.
This is not for compliance to the cap in total spend so say
Saracens are over this year this for the regulation is not a
problem.
What it wants to stop is, say they gave Farrell a contract for 4
years worth 700k a year essentially 2.8m, they don't want the
contract to be front loaded so pay is 2.6m championship season
then 200k over the next 3 years which gives an ongoing
advantage.
