Can see why Sarries did not want the report public. The actual
player payments/loans are the lesser issue. The lying,
challenging of rules are the bigger issue.
Much like Bloodgate - not what happened on pitch but culture.

Agreed on the determination of ‘reckless, not deliberate’. I
can’t understand how this can be viewed in any way other than
deliberate.

Throughout the process Saracens were engaged in legal
shenanigans; I understand that this is how such processes work.
However, I like the way that many of their arguments were
comprehensively shot down by the panel. One of these was their
argument that the panel could only exercise judgements based on
whether Sarries did or did not breach the cap, not whether the
salary cap manager at Sarries has acted reasonably. This
decision could have affected the imposition and strength of any
sanctions. Result? Firm decision from the panel that Sarries
were talking nonsense!
See paragraph 125 onwards if you want details.

What really sticks out in this report is the attitude of
Saracens. My lawyer is better that yours and I've got more money
than you so I can do what I want.
What a horrible bully Wray really is. I'd happily send them off
to play in whatever league they wanted as long as it's not PRL.

Wray, and possibly his daughter through her payments to Itoje,
should face a panel to see if they should be banned form
anything to do with rugby

law, was anti-competitive, was not actually agreed. Saracens
also attacked the ex PRL CEO McCafferty when he gave evidence of
apparently being biased against Saracens. This was not accepted.
Saracens also said the English players are being kept 'captive'
in England through the RFU point of having to play in England. I
could not see how this was really part of their excuses to over
pay and it was disregarded anyway.

information, it looks like Itoje was the main recipient of the
over payments to a level of getting on for £1M of hidden salary.

Saracens refusal to be further audited, it certainly appears as
if this is just the tip of the iceberg and there are more hidden
payments to other players going back over the last few years.

they open up their books, are actually transparent and stop
seeming to use every means to hide what they are doing.

On Twitter the other day Stephen Jones was lamenting the fact
that McCafferty was no longer PRL CRL and that the new one is,
in his opinion, useless. Pure coincident that McCafferty oversaw
the previous sweeping under the carpet.
Now that Sarries have attacked McCafferty and said he was biased
against them, presumably poor old Stephen will have to change
his tine.
Some of these findings also make it very hard for me to feel
sorry for the senior players and give any credibility to the
argument that they didn't know what was going on

As Wray has passed his shareholding to a Trust, resigned from
the Board etc, will he still be deemed to be a Connected Party?

There is a bit in the report that discusses payments from the
company run by Wray's daughter to players.
It is interesting that it mantions that many Saracens players
are in fact engaged this way. The lack on contracts though
probably make it very difficult to get to the bottom of the
actual payments.
I can see why a forensic audit is needed. That would get to the
bottom of these payments.
It is interesting as well that other areas which we 'know' about
(e.g. I have seen adverts on the TV featuring Mr Itoje with my
own eyes) are not mentioned. I assume that these are either to
be included in next year's report or (as I suspect) they only
went for the low hanging fruit.
Basically, they only needed to uncover enough bad stuff to amass
a 35 point deduction and they applied an 80/20 rule.
