Don't agree with all this long term stuff - it's just an excuse.
Gustard had the option this summer to recruit experienced
players to cover weakness and do an immediate job - just as
Deano did with Quins in the Championship. Other recruits could
be more medium term and be introduced into a settled side
playing to a successful gameplan the squad are all comfortable
       with (eg Sarries, Exeter).
The essential first job for any new coach is to go back to
basics. By simply reducing errors and penalty count they will
have an immediate effect on momentum and possession. They can
then introduce more ideas as the players gain confidence.
If endless rotation is not successful then Gustard has to field
his core set of XV players to do the job and gradually introduce
the best of the rest/most able to play the system.
Otherwise the DoR not only looks clueless - he is incapable of
working out what's happening in front of him on the field. Two
or three more seasons won't change that (ie previous two DoRs).

We still have to see how Gustard wants Quins to play - but (as
said before) he has up to the Leicester game to prove his worth.

He may have had the opportunity, but did he have the funds
       available?

Gustard knew what his squad budget was this season.
He decided on the 15 new players that came and went.
It's always balancing act but he also had the option to go for
a lesser number of higher quality players within the same
       budget.
