So let me understand this....
Say you cheat (however that was achieved) so you can keep 3
England players that otherwise would be too expensive.
You get an offset of £80,000 per England player from the cap.
So you now have an extra £240,000 you can spend on a couple of
other players.
So your cheating has actually netted you 5 players you could not
otherwise have afforded.
No wonder Sarries has such a big squad.

The Sarries fans are even more delusional than many of us were
after the event that shall not be mentioned! It's not our fault
we've done nothing wrong, they just want to shut down
Saracens.....
My experience of Sarries "fans" hasn't been great so there is a
bit of schadenfreude going on but they deserve to have the book
thrown at them and if they "appeal" the verdict chuck them out
of the league!
