Interesting wording used on Bernard van Zyl's LinkedIn profile
about his responsibilities as Finance Director:

Managing the business's approach to, and compliance with, the
regulatory requirements of the Salary Cap regulations, including
responsibility for reporting, and regulatory compliance via the
       Salary Cap audit process.

While I see his reasoning behind the call to suspend them, it
would be better to let them carry on playing until a) the appeal
is finished and b) they prove whether or not they are or are not
breaching the cap this season. This is my reasoning:
Scenario 1: Sarries appeal is successful, the points deduction
and fine disappear. In this case Sarries would be in the season
with no penalty. Any suspension would give them grounds to
complain. Best to cut off that avenue ahead of time.
Screnario 2: Sarries lose their appeal, but prove that since the
beginning of this season the squad *is* under the cap, including
all the side-deals etc. Points deduction & Fine would stand, but
as they are under the cap for this season it would be right for
them to carry on playing in the same manner as scenario 1.
Scenario 3: Sarries lose their appeal & they are over the Cap
this season too. The results of games already played should be
declared void, awarded as a no-points draw in the same way as
the cancelled RWC games were following the hurricane, continuing
up to and until until they can prove that they *are* under the
       cap.

Well Exeter and Worcs have made their thoughts clear then. If,
they did get the review to rule in their favour, I would expect
that a few of the other clubs would then take some action. From
reading the wording, its not an appeal. They cannot appeal, they
are looking for a review of the the process, I guess hoping that
the outcome is different. To do with it being unlawful. Thing
I find astonishing (but not surprising based on the Clubs
Statement and the thoughts of the majority on their board) is
that, before this investigation took place, Prem Rugby and
Sarries agreed to abide by the ruling as it is done
independently. So they will abide, but only if it rules in
their favour. Cheating for 3 years is ok as they provide most
of the England side (of course they do, they do not work to the
same financial constraints as the rest of the prem). The
sanctions are harsh, of course they are, you cheated for 3
YEARS. Cheated in to winning titles, stopping other sides
playing by the rules. While all the time bleating about how
they are not cheating, other fans are jealous, "If you know
something, give Prem rugby a call". Shame for the decent fans
of theirs but not the rest.
       Stay classy Sarries

action to be taken against Saracens
  HTML https://www.devonlive.com/sport/rugby/exeter-chiefs-saracens-tony-rowe-3504101
I think he has a very strong point here
Exeter could have had severe financial penalties as a result of
losing a couple of games they might have otherwise won
       Prize money
       Tv money
       Euro seeding
       Etc
So until they prove they are playing a squad within the rules
why should they be allowed to continue with an enhanced squad
than the ones that have already breached the salary cap
Obviously have to await the outcome of any appeal unless they
are not disputing the breach but merely the severity of the
       punishment

I love the idea that because of Bloodgate, we cannot comment on
anyone else breaking the rules. If anything, it might qualify us
better than others! :) We've been through the fire and emerged
the other side. Moreover, having been caught, we mended our
ways, we didn't find another way of bending the rules! :)
As for the Sarries fans, they're in the emotional response phase
at the moment, the equivalent of road rage. Give them a couple
of days and see them engage brains and we might have a decent
       discussion with one or two.

Now it’s up to the rest of the clubs to beat the demoralised
team every week thus relegating them.
Listening to the comments on the radio from people
thinking anything from, it’s quite harsh, to , shame they don’t
do this in football. Many don’t realise that this is a second
offence and covers three years of cheating The Cap. Not
forgetting the silverware they have won by cheating as well.
I hope this news wasn’t a reason for the display in Japan
on Saturday with all those England players they’ve got.
There is no point in suspending them and awarding points to
the other teams as it makes absolutely no difference to the
table. Beating them into relegation would be much more fun. It
will be interesting to see how motivated a team is when avoiding
relegation is the only incentive whilst having a relegation get
       out clause in your contract.
Does anybody know whether if they lose the appeal will
their penalties increase like in a proper court?

And that's the annoying but, isn't it. I've seen plenty saying
if it wasn't for Sarries, England would have suffered. Rubbish.
They just might have had to go to other clubs to get the money.
Sarries have created a false floor for salaries. This is so much
       bigger than them simply overspending.
They've pretty much cleared all our comments off their forum as
       well.
