       Italy head coach Conor O’Shea agrees move to England as RFU plan
       ahead for next World Cup

       The Rugby Football Union has already begun preparations for the
       2023 World Cup in France by appointing Conor O’Shea, the Italy
       head coach, to take up a senior position in their professional
       rugby department.
       Even as the England players were on Saturday celebrating their
       stunning 19-7 World Cup semi-final victory over New Zealand in
       Yokohama, it is understood that RFU chief executive Bill Sweeney
       was in the advanced stages of planning the next four-year cycle
       by reaching an agreement with O’Shea to join the governing body.
       The appointment was on Saturday described as a “major statement
       of intent” by Sweeney, given O’Shea’s wide experience of
       operating on the international stage.
       Although his main role has been that of Italian head coach for
       the past four years, he held a broader remit and was tasked with
       creating the building blocks for the development of the sport
       throughout the country.
       O’Shea also boasts considerable experience in the Premiership,
       having guided Harlequins to the league title when he was
       director of rugby in 2012.
       His inside knowledge of English domestic rugby is also likely to
       improve relations between the RFU and the Premiership clubs.
       The 49-year-old Irishman’s start date with England has yet to be
       confirmed but it is thought he will take up his new post ahead
       of the Six Nations tournament in February and will work closely
       with head coach Eddie Jones.
       It is understood the RFU is also in advanced stages of
       appointing replacements for the vacancies in their elite pathway
       department.
       Telegraph Sport revealed in August that Jim Mallinder had become
       the latest coach to quit the RFU set-up to take up the position
       as Scotland’s new director of rugby.
       Mallinder had been in charge of the RFU’s international player
       development programme following the departure of Dean Ryan in
       May. Ryan had been hired in 2016 by former RFU chief executive
       Ian Ritchie to overhaul the development pathway from age-grade
       sides to the senior England team and he caused controversy when
       he dismissed long-standing England Under-18 coaches John
       Fletcher and Peter Walton. Russell Earnshaw, another respected
       coach, was also later made redundant.
       One major criticism of England’s 2003 World Cup triumph in
       Australia is that there was no succession plan in place but
       Sweeney appears to have moved now to address the issue.
       “This is a big statement of intent by Bill Sweeney,” said a
       senior source. “Conor has done brilliant work in developing the
       game in Italy over the last four years and also comes with a
       great reputation from his time working in the Premiership.
       “He knows the Premiership inside out and that knowledge will be
       important in overseeing the development of the next generation
       of players in the next four years.
       “It is significant that the RFU have been able to attract an
       international head coach to such an important position in the
       organisation.
       “It is the first major piece of the jigsaw in rebuilding the
       elite pathway structure.”
       O’Shea, who won 35 caps for Ireland as a full-back between 1993
       and 2000 before his career was cut short by an ankle injury,
       also has knowledge of the inner workings of the RFU.
       He worked there as the director of regional academies between
       2005 and 2008 before he left to take up a role with the English
       Institute of Sport as national director.

       - At last! I think the RFU have hitherto been far too slow in
       focusing on the over 65s' game.

       I read a few weeks back when this was first flagged up  that
       Tofty was linked with him as well .

       Well presumably he is just parked at present waiting for an
       opportunity although sure he is doing a good job in Academy

       Oh dear!!
       Presumably he wasn't considered for his dream job in Ireland so
       it's a comfy backroom seat at HQ rather than continue the
       unfinished and necessary challenge of developing the grass
       routes game in Italy.

       Don't look now, but your ignorance is showing. Conor has spoken
       openly and regularly about why he doesn't want the Ireland job.

       For crying out loud guys, look beyond what the Italian national
       team hasn't achieved and look at what he did achieve with the
       club structure. If they keep that going, they'll be ok in the
       long run.
       We have a team that has another World Cup for the majority of
       them and some 2 world cups so sorting out the structure now to
       ensure that we continue to build is a good thing. He's always
       struck me as a better administrator than a Head Coach, which is
       why we were successful so quickly after he arrived. Working in
       the background and keeping the crap away from the Head Coach is
       a good thing.
