It has to be a points deduction sufficient to relegate them. I
also like the suggestion that the excesses be subtracted from
the (following) season's salary cap since otherwise they will
just come straight back up again and it will all be merely past
history. There also need to be special measures put in place to
closely examine their books on an ongoing basis for two more
seasons after that (in some fashion) with any further breaches
subject to even more draconian penalties.
