But unless you're close, and on the correct side, how are you
going to know how the pass was thrown? If the ref has been left
behind when a team makes a break, all he sees are people's
backs.

And of course the officials make errors with forward passes as
they do with all other laws of the game.

I wonder how feasible it would be to have a GPS device inside a
rugby ball, to monitor it's precise direction of travel.

And then you would have another stoppage in game to review it.
Game stops enough as it is with repeated scrum resets (which
drive me nuts).

To get away from the forward pass debate.
I want scrums that aren't always reset. I watch a lot of lower
league rugby where this isn't an issue. The forwards get down
and scrummage. We had Luke Pierce ref an end of season charity
game at my local club. He enjoyed the scrum just working without
his intervention (I won't say what he had to say about some of
the tackling). The next day he reffed Bath v Wasps and was
constantly telling them to hurry up at the scrums.

Or not. GPS would theoretically track the movement of the ball.
It should be easy for someone, or even a monitoring system, to
determine how that movement relates to the pitch.

Modern ball-tracking software for tennis and cricket, where the
ball is much smaller and potentially faster too, works with
pretty good accuracy, even calculating amounts of spin (to a
degree), so tracking the rugby ball and its progress towards the
opposing try line should be a doddle. I think that the game
would be disrupted more at first as many passes may indeed be
fractionally forward. With time, players would adjust technique
to match.
Scrum is, in my opinion, where more work needs to be done, from
initial set up/engagement, to feeding the ball in crookedly. Why
are penalties given for pushing an opposing scrum backwards? If
there is no danger from collapse, then the scrum should continue
until such a time that it does become dangerous. Sometimes refs
blow well before it becomes dangerous, depriving attaching scrum
their full advantage.

Don't need GPS for that, the overhead camera will do. But since
a forward pass isn't judged relative to the pitch it would be
pointless anyway.
