Punishment doesn't need to be dropping down divisions.
Also, financial punishments are pointless if the club has a
wealthy benefactor.
Two simple punishments are - deduction of league points
depending on scale of misdemeanour. E.g. drop a point from us
for our mistake that was reported a while back.
The second, would be the more harsh punishment - imo. drop out
of Champions cup or Challenge cup for a number of seasons. This
hurts in many ways and would be enough of a deterrent to stop
clubs from trying to exploit loopholes.

I fear you are right, but hope not. The optimist in me want s to
think that PRL won't cower under any threats this time;
similarly, other clubs should be standing up and insisting that
action is taken (if what Mr Walkinshaw says about last time is
true). This is of course, assuming that they are found to have
done wrong.

Only caveat to that is that one of the conditions of the cap is
that you have to report any loopholes. So in your example they
will be admitting to cheating the cap.
Hence why Sarries' line is that this is nothing to do with rugby
matters. Their top players just happen to also be business
geniuses who have had amazing business ideas that Wray and his
fellow sponsors/directors desperately wanted to invest in.....

And they don't see the benefit of their investment now (that
would be salary) it's further down the line (post their time at
Sarries).
I imagine a lot of people come back from a stint with England or
whoever with enough cash to buy a house (or at least put a
deposit down). No problem with rugby players buying houses for
investment there.
It's the Saracens input I wonder about.
Suppose as a player you have a spare £100,000 (as you do), and
this will get you a house that will improve at 5% of that a year
.
Now suppose you could buy a house in a CrossRail area, houses
there improve at 20% a year.
However, you need at least £200,000 to buy one of these houses.
Sarries go in 50/50 with you for the investment, now you can buy
the £200,000 house.
Say you have 5 years left at Sarries, on your own you'd have
made £25,000 from your £100,000.
In the joint investment system you've made £100,000.
Can that £75,000 extra you've made be regarded as remuneration
from Saracens or just good investment? A helping hand from the
club?
I know in reality you'd probably just pay deposits and take out
mortgages and use one property as surety for another etc.. and I
don't even want to think about compound interest.

In theory I don't see anything wrong with going into business
with players. As long as everything is above board and they're
not somehow chucking money at the players. I didn't know this
until recently but there are some exemptions in the salary cap
which are not loopholes.

I quite like the recruitment freeze idea for misdemeanours. I
guess it would have to be longer than one window though.

Yes but players retire and get injured so they could end up with
insufficient players in specialist positions or feigning
injuries in order to be able to recruit

In which case you need a secondary line of punishment such as
forfeiting points if you are unable to fulfill a fixture or
something similar...?
