Macdonalds is a multi million dollar franchise.
One restaurant or a chain of restaurants in a specific state
cannot deviate from the set rules of the franchise.
They would also lose a huge amount of money, and why should they
care if people are gorging themselves on their cheap food.
It's not true.

The Phillippines are between Asia and Australia, near Malaysia.
Their history is quite interesting btw :P
