       If you're gonna to make a staff report or complaints then use
       this.Please keep in-mind that we handle a staff report
       differently according to conditions.

       Staff Complaints Rules
       1.Please do not make reply in a staff report if you do not
       involved,An exception is given to player who have additional
       proofs.
       2.Make sure that you have proofs in your staff report,otherwise
       it will be auto-rejected.
       3.Do not bump your topic because a manager may are just reviewed
       your topic.
       A final dicision for your report whenever your report is
       accepted or rejected may only decided by Manager and Community
       Owner after reviewed your evidence
