The economic policy consensus has shifted globally to favor the
(post)Keynesian vision of state-led investment in the economies
themselves to boost confidence and kick-start the multiplier
effect. But even IMF research has criticized structural
adjustment programs for limiting macroeconomic growth; The de
facto relations with the IMF borrowers have not changed, they
have simply been called "conditionalities", but in essence they
have not become less rigid, rather the opposite; These debts and
their conditionalities must be cancelled.
Ukraine will need green/low carbon job creation (e.g. care
economy, art, education, environmental preservation and
sustainable R&D, etc.), a just transition and energy democracy

maximizes the chances of self-sufficiency
economic growth and reduce dependence on imports of key
industries30. Job creation is a priority as millions of
Ukrainians work abroad seasonally and many more have left the
country: in 2017, between seven and nine million people left
Ukraine to work abroad, 3.3 million between 2011 and 2021, while
their families remained in the country.

The inflow of remittances to Ukraine in 2020 reached $12.1
billion31. While these transactions support the country's
economy, they are hardly an indicator of a good quality of life
for citizens whose lives are destabilized. In 2021 alone,
660,302 people left Ukraine amid challenges exacerbated by the
Covid-19 pandemic. A large number have fled the country since
the invasion on February 24, 2022. Conditions must be created
for these people to return, and such conditions must include
everything from infrastructure and (re)construction of social
housing (entire cities in some cases) to the creation of
sustainable jobs throughout Ukraine.
