Server Suggestion: Unconscious State (No Instant Death)

Hello people, here I have a really interesting suggestion that
will change our way of fighting and dying in the CIT server.
I'ts not like a whole new idea but I think that if it gets added
it will create a better and more exciting environment around
CIT.
So, it's not hard to understand, in fact it's pretty simple. If
you reach "0" HP in CIT you will normally die immediately,
respawning at the hospital. Well my suggestion works like this:
Instead of an immediate death, there should be an unconscious
state once you reach "0" HP. It will make you lie on the ground
with a particular animation (could be "Crack" or anything like
that) and you won't be able to move or do anything, you will
also have 1/3 of health (could be 1/4). Once you are in the
unconscious state it will give you the option of doing "/death"
which will be accepting your death and respawning on the
hospital (as usual), or you will have also another option which
will be waiting for a certain amount of time until a medic heals
you and takes you out of the unconscious state. There will be a
count down, once it reaches "0" you will die (as usual). Only a
medic can take you out of this state, by healing you to full HP,
once you have full HP again, you will be able to walk and play
as usual.
So, this is how it will work more or less:
1) Your HP reaches "0", you enter the unconscious state, lying
on the ground on the same place where you got shot (with a
certain animation).
2) This unconscious state will leave you with 1/3 HP.
3) You will have a certain amount of time to be saved (I was
trying out a few things and I think it shouldn't be less than
1:30 minutes).
4) If you want to die as usual, you can do /death and it will
appear who killed you on the screen, as usual (who got you to
that state).
5) To move around normally again, a medic will have to heal you
completely (healing someone completely in an unconscious state
last longer than usual, perhaps 6 or 7 seconds.
6) You can't do /kill while being in the unconscious state.
7) If you are wanted, you can't be arrested while being
unconscious (otherwise cops will start killing everybody).
8 ) If a different person than the one who got you into the
unconscious state, kills you (while you being unconscious), that
person will appear as the killer on the screen.
9) You can't take Medikits/drugs or do animations.
10) It will work in every single situation, except when falling
rom a high altitude, causing an instant death.
11) Your vehicle won't despawn while you are in the unconscious
state.
12) If you disconnect while being unconscious, the next time you
connect you will spawn at the hospital (as a normal death).
13) It should not work in BR/DFR or anything like that.
So basically you won't be able to do a single thing while being
unconscious, just to move the camera.

So, what are going to be the benefits to the server?
- It will create a whole new environment, with the possibility
of being saved from death.
- It will encourage people into taking cover, when being on
shootouts, since if they get to the unconscious state they will
end up hidden and somehow safe (Imagine a guy taking cover
behind a vehicle and then reaching the unconscious state, lying
on the ground behind the vehicle)
- It will increase the roleplay around the server and I think it
will make shootouts more exciting and realistic.
- It will make the medic job more fun and give it a meaning.
- Good samaritans will call for an ambulance if they see someone
unconscious.
- It will create more interesting situations, just think about
it.
- People won't say "Man down" or "Officer down" in vain anymore,
because there would be actually a possibility of saving this
person.
- Probably more professional Medic groups will emerge, providing
instant healing and medic services (hopefully).
- Etc...

- Now, I have a huge dilemma here, I'm not sure how are the
wanted stars going to work here. Imagine two unwanted criminals
(John and Tom) fighting each other in LS. Now lets say John
"kills" Tom and he ends up in an unconscious/injured state. How
many stars should John get?
- Also imagine John is walking down the street and suddenly
finds Tom lying unconscious/injured on the ground. John decides
to kill him, how many stars should he get?
- Also, I'm not sure if calling it "Unconscious State" or
"Injured State". This is important since I guess if it's a
Unconscious State , the player won't be able to talk. But if
it's a "Injured State" he would. (I think Injured State would be
more exciting, creating more dramatic/exciting scenes.
Please help me out with this last part.
