       11. Responding to Backup Calls
       Responding to backup calls of our team mates is our main
       priority. You should respond always, unless there is something
       that absolutely won't let you. This is when you will have to use
       common sense and also to think as a real police officer. Your
       team mates are probably in danger when they ask for backup, so
       how could you ignore that? I've met people that get mad after
       responding to backup because in a particular situation backup
       wasn't really necessary: "You could have done that by yourself,
       backup wasn't needed". We absolutely do not believe in this, if
       someone requests for backup we should attend immediately because
       asking for it is already a really good reason to respond.
       Doesn't matter if the problem was already solved when you got
       there, what matters is assisting your team mates, even though
       they (perhaps in some cases) do not need your assistance at a
       100%.

       It's not obligatory to attend these kind of "events" (unless a
       high ranked member gives the order). If you decide on attending,
       this is going to be the only place where you can drop the
       roleplay (if you want) and play as you want to play. So if you
       wanna get kills, sometimes you are gonna have to be a bit risky,
       so we will let you do that since we take it as somekind of
       "event". Be aware that the only place where you are allowed to
       drop the RP is in the event interior and bankrobb/DFR area
       outside of the building, once you get out of the area or once
       the event is over everything is back to normal.

       13. Line Up Formation
       One of the most important things in ISA is the organization,
       that's why strict formation types are gonna be implemented.
       Formations are used for trainings, missions or any kind of event
       leaded by a high ranked member. So formations are gonna work
       like this:
       When the instructor/leader says "Line up", everyone should line
       in a horizontal way by default, one next to the other one. Noone
       should take out any kind of weapon unless the leader gives the
       order to do so.
       When the instructor/leader says "3,3,3 formation", the first
       three should line up in a horizontal way, the next three should
       line up directly behind these guys and so on. The leader can
       also say "2,2,2 formation" or any other number he requires, in a
       "2,2,2" formation the first two should line up on the front, one
       next to each other, then other two right behind them, other two
       right behind the other ones and so on.
       Now let's talk about the space in between. If the
       instructor/leader orders a "V Space" (or Vertical Space), the
       members should make a space at their back (or front), this space
       should be big enough for another player to walk through it. If
       the intructor/leader orders a "H Space" (or Horizontal Space),
       the members should make a space to the side, so no one would be
       touching shoulders with another member (a space next to each
       others). Again, this space should be big enough for another
       player to walk through it.
       NOTE: Of course the "V Space" can't be required in a simple
       "Line Up" formation, because there are no formation members
       behind or in front of the line.
       NOTE2: Of course a "H Space" can't be required in a 1,1,1
       formation since there are no formation members to the sides.
       An instructor should gather a few members (4+ preferably) and
       explain the lesson by making them line up correctly, using all
       the explained features above. The instructor should clear up
       every single doubt that members may have about this discipline.

       14. Unit Numbers
       Every single ISA member will have a unit number. This unit
       number is going to work as a group ID and also is gonna play an
       important role on communication. Your unit number is going to
       stay with you forever, so you better memorize it. If you want to
       mark the officer who did the last backup call, just go the map
       on your cellphone and write the unit number there, for example:
       "|02" that's going to be an easy way of marking your partners.

       15. Unit Types
       Here in ISA we have four unit types: Regular Unit, Air Unit,
       High Speed Unit and Motorcycle Unit. The Regular Unit is the
       most common one, every single member of the ISA should be an
       expert on it. You then must choose another type of unit which
       you are gonna have to specialize in. So basically everyone is
       gonna be specialized in two units: The Regular Unit and the
       Air/HighSpeed/Motorcycle Unit. If you want to specialize in
       every single unit, you are free to do that too, but choose two
       that you are gonna use the most.
       So what are unit types for? Well it tells the unit a certain
       officer is gonna use for patrolling. Why do we need different
       unit types? Well, criminals wont always choose the same vehicle
       to get away from us, so we must be prepared for every kind of
       situation.
       Regular Unit: This is the main and most important unit of the
       ISA, every single member should be specialized in this one. This
       unit uses the "Police SF" or "Police LV" vehicles to patrol.
       Those vehicles are really resistant and therefore they are
       really important for our development.
       High Speed Unit: Officers specialized in this unit are gonna use
       high speed two-door vehicles. Whenever available, this unit is
       gonna be needed in order to pursue high speed criminals. The
       officer using this unit type, should take the "Traffic Officer"
       job in order to spawn a Cheetah. This type of unit is gonna be
       used during mostly on high speed pursuits, otherwise using the
       Regular/Motorcycle unit would be the best.
       Air Unit: Officers specialized in this unit are gonna use a
       Maverick. With our eyes in the sky it's easier to chase bikes
       and high speed vehicles. This unit can inform ground units about
       the criminal's position. The Air Unit can also land if he thinks
       it's necessary in order to take down a suspect, mainly using
       long range weapons. This unit will also attend to "10-32A" calls
       really fast and efficiently. This type of unit is mostly used on
       pursuits, otherwise using the Regular/Motorcycle unit would be
       the best.
       Motorcycle Unit: Motorcycles are the vehicle of choice of most
       criminals. Therefore this unit is highly needed to pursue this
       kind of vehicles. An officer using this type of unit, will have
       to get the "Traffic Officer" job and spawn an HPV 1000. You can
       also use bought motorcycles, but it's not really recommended
       since we want our vehicles to have police sirens.

       16. When to turn on the police siren?
       If you are in a police pursuit you must turn your police siren
       on. If you are responding to a backup call you should turn your
       police siren on. If you are chasing someone you must turn it on.
       If you are going to move a blocking car of the road you should
       turn your siren on and park your car. You should turn your siren
       on if there is any kind of emergency. You do not need to turn
       your siren on when taking a criminal to jail.

       17. Emergency Arrival Position(s)
       When responding to backup calls or when there is a problem at a
       certain place, we are going to use different Emergency Arrival
       Positions (EAP). It depends on the place we are, so we are gonna
       have to use our common sense in these kind of situations. First
       let me explain what an EAP is: It is the way of placing our
       vehicles when arriving to a certain "Emergency Scene". What's an
       Emergency Scene (ES)? An ES is the location of a certain police
       situation, for example if you pull over a reckless driver and he
       stops, that would be an Emergency Scene. Also if there is 5 high
       wanted criminals inside a house, the house would also be an ES.
       If there's a possible troll just outside a burger shop causing
       chaos, that would also be an ES.
       So, how should we arrive with our vehicles to an ES? Well that's
       when we use different EAP's depending on the situation and
       location. There are 4 types of EAP which are going to be
       explained:
       Full EAP: This means you are allowed to block the entire streets
       involved by the ES. You can place your car on the middle of the
       street (sirens on obviously) in order to close/block it. That
       way you are warning civilians about an emergency situation on
       that area. You are only allowed to do this in LV and SF, you can
       also do this in LS in non-crowded areas, as long as you are not
       blocking a really important street. Full EAP's occur on really
       dangerous situations.

       Standard EAP: This means you are only allowed to block the half
       of the street: One lane, if it's a two lane street; two lanes if
       it's a four lane avenue/highway. This is used on standard
       situations and also depending on the location. To perform a
       standard EAP the place can't be too crowded and can't be a high
       speed street/road.

       Preventive EAP: This means you are only allowed to block 1/4 of
       the street: Half a lane, if it's a two lane street; one lane if
       it's a four lane avenue/highway. This is also used on standard
       situations and also depending on the location. You can use it
       when the place appears to be a bit too crowded, when perhaps the
       ES takes place in a popular street or when it's on a high speed
       street/road.

       Short EAP: You are just allowed to use the sidewalks, any of
       them. Do not block the road. You can use it when it's a really
       crowded place, a really popular/important street, a high speed
       highway/road/street. Also use it when your common sense tells
       you to do so.

       type of EAP. And never forget to take cover behind your
       vehicles, if it's necessary.

       It's really important to be online in our server while
       patrolling.
       Be sure to set up a key, which you are gonna have to press in
       order to speak. Also be sure to speak really clearly on your
       microphone so everyone can understand what you are saying, we
       are not all from the same country so lets try to understand each
       other.
       Also when asking for backup or anything on raidcall, you will
       have to say your unit number first for example: "This is unit
       01, I need backup at Santa Maria Beach, possible trollers,
       over".

       19. Highway Patrol
       Our Highway Patrol duties is something completely original to
       the ISA agency. What is it about? It's about checking the way
       CITizens drive on the streets and roads of San Andreas. We try
       to decrease the traffic chaos, that's why try to pull over
       reckless drivers, warn them about what they are doing and of
       course telling them what would be the right thing to do. If they
       are a un-wanted, a warning will do, just by talking with them
       about it and ask them politely to follow the common driving
       rules. If they are 1 star wanted, we are supposed to arrest
       reckless drivers.
       When pulling over a car, you are supposed to turn on your sirens
       and tell the driver to pull over to the side of the road. Once
       he has done that, you should park your vehicle just behind his,
       leaving a responsible distance between both vehicles. You should
       then tell the driver to turn his engine off by doing "/engine"
       (you can tell it's off by checking exhaust pipe). After the
       driver turns off his engine, you can then get out of your car
       and approach to the driver-side window and start talking
       (emergency sirens should be on). This procedure only applies
       when pulling over an un-wanted person. Here are the reasons for
       you to attempt pulling over an un-wanted driver:
       - Reckless/Erratic driving.-The driver drives on the left lane
       most of the time or between both lanes / The driver goes from
       side to side on the road increasing the possibilities of a car
       accident / The driver is ramming other cars on the road.
       - Speeding.- The driver was constantly going at a speed of 150
       KPH or more for a long period, on a street area (for us to pull
       over somone fo speeding it's got to be in a city, street area,
       if it's a highway then no).
       [size=10pt]NOTE: If you find a driver who parked on the middle
       of the street, tell him nicely to park his car to the side (on
       the sidewalk preferably).
       When pulling over a 1 star driver, you should follow the above
       procedure with the only difference that instead of you getting
       out of your car, you should tell the driver to step out of his
       vehicle and "walk slowly a few steps away from it" (if you
       really need this, otherwise you can skip it). While he is doing
       that you should get out of your car and take cover behind your
       vehicle door, once he reached the right spot you should tell him
       to face forward and do /handsup. Right after that, you or
       another officer should approach to the suspect from the back and
       arrest him. The reasons for pulling over a 1 star wanted driver
       would be the same from above, with the only difference that you
       should arrest them, if the driver's error was not too severe,
       you can let him go with a warning.
       NOTE: If you warn a 1 star wanted reckless driver be sure to
       write his name on your phone, so if another officer pulls him
       over again you can tell him to arrest him directly this time.
       What should you tell an un-wanted reckless driver once you are
       at the driver-side window? Well, you should start by telling him
       the reason of why you pulled him over (Could be "driving on the
       left lane of the road", also "erratic driving, smashing and
       crashing into other vehicles", etc). You should then proceed to
       inform him what would be the right thing to do (Could be
       "driving on the right side", also "being more careful with your
       turns and speed", etc). Finally, be polite and thank him for
       listening and let him known that he is now allowed to go on.

       20. Police Pursuits

       20. Police Pursuits
       During the daily issues on the San Andreas streets, police
       pursuits are categorized as one of the most common/usual
       situations which an ISA officer is gonna get involved in. But,
       what is really your duty when chasing a criminal, what should
       you do? When a police pursuit is started, due to a suspect
       refusing to stop, you are supposed to stay behind him at all
       times (take a responsible distance) and try not losing the
       vehicle. At first you should keep the pursuit "passive", that
       means that you should not attempt any kind of interception
       maneuver, you should also call for backup as soon as the pursuit
       starts.
       The passive stage will last for a few moments, it actually
       depends on the situation but in theory, you shouldn't get to the
       next stage in less than 40 to 60 seconds, aprox (could last
       longer). Once the driver has been told to stop a few of times
       and he is still going, you are then allowed to take the pursuit
       to the next stage: Active. Once you are in the active stage you
       are allowed to attempt interception maneuvers, if there's a
       chance only (No chance, no maneuver), you should be careful when
       performing them.
       How to deal with pursuits when there are several cruisers
       involved in it? Well, there are a few things you should know,
       which are really important: 1) We are a team, that means we are
       doing team work not competing against each other. 2) It doesn't
       matter who finally PIT's the suspect or who arrests him, because
       we act as a team, not as individuals. 3) You should take a
       responsible distance from other cruiser in a pursuit, crashing
       each other cruisers in one of these situations would be a fail,
       so watch out. 4) It's also important to know that when there are
       2+ cruisers involved, the majority of cruisers are not there to
       attempt a direct maneuver to the suspect, but to stay close to
       the situation at all times and be able to act fast when the
       suspect's vehicle finally stops.
       Let's now get in detail. In a pursuit, three cruisers behind the
       suspect vehicle would be enough, these first three cruisers are
       there to stay close to the suspect at all times and also to
       attempt possible interception maneuvers, that's the job of these
       first 3 cruisers. The cruisers following a suspect from behind
       are gonna be called "In-cruisers". What if there's a 4th/5th/6th
       cruiser responding to the pursuit too? Well, if you are the
       4th/5th/6th/etc cruiser getting involved in the pursuit you have
       other options. You can either get in the pursuit by following
       the other first three cruisers in order to stay close to the
       situation (if one of the first three cruisers fails by
       crashing/losing control, you would take their place according to
       your previous position in the pursuit), or you can try taking
       other way/street/road in a strategic way in order to perform
       "Tyre shooting" or placing spikes on the suspect's way, the
       cruisers taking this role are gonna be called "Out-cruisers"
       Let's now talk about air units, what is their duty on police
       pursuits? Well, 1 air unit would be enough in a pursuit, his job
       is to keep track of every movement the suspect does and report
       it to ground units. He should have the suspect always on sight
       and he is allowed to land, if it's not risky, in order to take
       out the suspect only if it's needed. Air units will normally
       land on buildings or any other kind of roofs, they should be
       equiped with medium/long range weapons.
       High speed units are supposed to be really close to the suspect,
       in order to attempt any kind of interception maneuver. They can
       also act as an "Out-cruiser". If there are already other
       cruisers chasing the suspect, a high speed unit should carefully
       try to overcome these cruisers only if there's a chance, he
       should warn/communicate other officers and they should let him
       do it, so he can be close to the suspect in order to perform any
       kind of interception maneuver.
       Motorcycle units are there just to be close to the situation,
       they should not really get into the normal cruisers way. They
       can also act as an "Out-cruiser". However, when the suspect is
       riding a bike, motorcyle units will be the ones directly behind
       to the suspect.
       There's also something completely original to ISA that we are
       gonna be using, which is the "Warning Wailing" or "WW". This is
       a way of making your police sirens sound, which you can perform
       by pressing the "H" key repeatedly (not too fast not too slow)
       once the police sirens are already on. This sound will be used
       to warn other "In-cruisers" about any kind of danger. So
       basically when you hear that sound you should get completely
       aware of your surroundings. Example: It can be used when you are
       trying to slow down in a pursuit, in order to warn the officer
       behind you, that way he will know that he can overcome you.

       [size=11pt]What to do when the pursuit ends and the suspect
       finally stops?
       If the suspect finally stops because he is giving up, we should
       use the Highway Patrol procedure number two, which would be
       pulling over behind the suspect's car, take a position where you
       can take cover behind your vehicle and tell the suspect to put
       his hands up in the air, once he does that one of the officer's
       can approach cautiously and finally arrest the suspect, all the
       other officers should be ready to open fire if anything goes
       wrong. The suspect could open fire instead of following the
       orders, that's when every ISA member takes cover and opens fire
       at the suspect.
       If we don't know if the suspect is giving up, but he stops and
       stands next to his car, we should apply the same procedure as
       above. That means, pulling over with your sirens on, taking
       cover behind your vehicle and waiting for the suspect to follow
       the orders.
       If the suspect gets out of his car and starts running away, then
       a chase on foot would be started. The officers should run after
       him in order to arrest him, they are supposed to use the tazer
       and/or nightstick. If the suspect opens fire, officers are free
       to take him out, but if it's possible to arrest him, that would
       be a better ending.
