[center]In this board you will find everything what you need to
know in order to become a proper police officer of the ISA. It
is obligatory for all members to read this document
meticulously, since it has really important information. This is
the general theory for police officers in the ISA, therefore our
members will have to learn it and apply it to the In Game
issues. [/center]

1. Providing a service, improving the community
It's really important to know that we are providing a service
and that our main goal is to help the community. We are not
selfish players so be helpful at all times. If you can't feel
that, then this group is not for you.

[size=11pt]Dealing with unwanted reckless drivers: How can you
tell if someone is a reckless driver? You should follow him in
order to know his regular way of driving. Once you spotted him
as a reckless driver you should proceed to pull him over by
turning on your sirens and telling him to "pull over to the side
of the road". If the driver does it, then you should explain to
him what was wrong about his way of driving. Once he has
listened to you, you should let him go.
However if the driver ignores you completely, a vehicle
"pursuit" would be started. Remember calling for backup. But,
what's really your goal by pursuing a un-wanted criminal? Your
goal is to inform him about what he was doing wrong and what
would be the right thing to do. If he doesn't give you time to
approach to his window to talk, then just speak directly from
your police cruiser. If he is still ignoring you, just abandon
the pursuit, we are not willing to "troll" them in any way.
Valid reasons to abandon the pursuit would be: The driver speaks
another language so he is never going to understand; the driver
begins to threaten you about reporting you; it is impossible to
stop him and he is never going to listen; the driver is just
ignoring you and he just don't want to listen.
NOTE: If the driver appears to be a troll, do not stop, he is
eventually going to lose his mind and do something to you, so be
cautious and call for backup. But, do not use police maneuvers,
unless the driver is crashing into people's cars and being
reckless practically on purpose, all in all just in extreme
cases.

2. Equipment

2. Equipment
We have certain official weapons that we are going to have with
us at all times. If you don't have money to buy them all do not
worry, they are not "obligatory" but they are highly
recommended.
Long distance rifles: Sniper rifle / Rifle (You can choose
between this two useful long distance rifles)
Assault Rifles: M4 (The M4 assault rifle is the most basic
weapon we are going to have with us)
Short distance: Spas-12 / MP5 (You can choose between these two
wonderful weapons, one will let you run and be really fast, the
other one will count with high caliber bullets)
Handguns: Silenced Pistol / Desert Eagle (You can choose between
these weapons, one will work as a taser, the other one as a high
caliber handgun)
Nightstick: Well, we need it for obvious reasons.
An instructor should order members to line up and to take out
each weapon, as he speaks about the importance of each of the
weapons used on the ISA. Just to give members a nice
introduction to their new equipment. For example: *Everyone
takes out the sniper rifle* This one is a long range weapon,
it's really useful when dealing with suspects which are at a
long distance away from your position. It will be used when...

effective they are, etc)

3. Vehicles
When patrolling it is highly recommended to use the standard
police cruisers of San Andreas, we use the SFPD and LVPD police
cars. You can also patrol with another car, but we do not
recommend that since the standard police car was specifically
made to deal with emergency situations. If you are using other
car instead of the SFPD or LVPD vehicle to patrol, it's
recommended to use a high speed vehicle to assist on possible
high speed pursuits.
So basically you are gonna have to become a professional when it
comes to driving a standard police cruiser. That's perhaps your
first important goal in ISA. You will also have to learn how to
drive properly with it, respecting server rule #17 at all times.
Another important thing you will have to get used to, is to park
your vehicle at all times. For example if you are gonna move a
blocking vehicle out of the road, you should first park your
vehicle. Sometimes when a pursuit/chase ends, you have to get
out of your car really quick, it doesn't matter if you left you
car on the middle of the road if it's an emergency, but be sure
to come back and move it as soon as possible.
Also you will have to learn to use your vehicle as cover, it's a
really basic thing to do and believe it or not, it's gonna save
your life a lot of times.
When your vehicle reaches 20% of fuel, then it's time to re-fuel
it or spawn a new one.

4. Driving

4. Driving
As you should already know, we drive as a police officer would
drive in real life. That means we should be really careful when
doing it, driving always on the right side, looking if another
car is coming in order to make a dangerous turn, etc. We count
with this splendid tool, our radar, where we can see other
people's locations. You should always be aware of your radar, be
careful and by following these steps you probably won't get in a
car accident.
Emergency driving: When we turn on our emergency sirens to get
fast to a certain location, you are supposed to use an
"Emergency driving" style. How does it work? Well, it doesn't
mean that you are gonna be driving completely fast and
completely reckless making irresponsible turns just to get to
your destination. Emergency driving takes time to practice, it's
about being completely responsible with your way of driving and
taking safe turns (by braking and slowing down before making the
turn), not skidding/drifting since most of the times it's a
dangerous maneuver).

5. Arresting wanted people
We are the law here in CIT, so we are gonna have to deal with
criminals very frequently. You can tell if someone is wanted by
checking the number between the "[ ]" symbol next to the
criminal's name. Here is an explanation about the wanted levels:
1 star players: We do not arrest these guys if they are acting
nicely. Anyone can get 1 star by accident or something, so we
try to be comprehensive with these people. However, if we see
them trolling, ramming other people or putting other lives in
danger you should arrest them. We need to use common sense when
arresting 1 star players. Once you arrest a 1 star player you
must tell him why you are arresting him.
Felony list:
- Reckless Driving (Anything related to vehicle misuse)
- Vandalism (When the suspect tries to destroy/mess something
which is not his)
- Public Violence (Any act of agression against someone, if it's
without a firearm)
- Domestic Violence (Same as public violence, but it applies
when the aggressor and victim are friends, just to have a bit of
variety)
- Attempted Murder (Any act of agression against somone, using a
firearm)
- Public Disturbance (Any attempt to generate chaos such as
blocking the road with a vehicle, trying to start a fight, etc)
- Law Obstruction (Disobeying/disrespecting/teasing a police
officer)
2 star players: We arrest above 2 stars, that means that if we
see a 2 star player while patrolling we will automatically
pursue the player. Once you arrested him, it is not obligatory
to tell him the reason of the arrest, since there is actually no
particular reason. Players above 2 stars are wanted because of a
real felony so we should arrest them immediately.
3 or more star players: In CIT's police computer you can pin
above 3 stars, however we are not going to use it to "hunt"
every criminal above 3 stars on the map since that's not how we
work and you should already know that. You are allowed to mark
them to use it just as a guide, so that if you are near one of
them you can spot them easier and call for backup if necessary.

6. Warning unwanted people (New - Changed)
As you may already know, all the 1/2/3/4/5/6 star players once
had "0" stars. That means 0 star people can cause trouble too,
and eventually getting a star depending on their actions. In
theory and according to CIT these people are unwanted and we can
not arrest them just like that. However (depending on the case)
we can use the /report command to report their actions, if those
actions can be proved by a ScreenShot. For example punching cars
randomly is counted as DM, so if someone starts doing it, you
can easily report it with the /report command, using it at the
right time. However, there are things that can not be 100%
proven with a ScreenShot.
The most common rule that unwanted players will break without
getting a single star is the server rule #17 (misconduct). It's
really hard to prove this with a ScreenShot though, so we have
other possibilities. We try to warn them politely about what
they are doing wrong and we try to keep an eye on them. If they
persist doing the same thing then we can proceed by:
- (If they are on foot) Being patient is the key. If the player
is on foot doing something wrong he will probably end up having
a star, because he is probably a troll, so just call for a bit
of backup and wait for him to get out of control (which is very
likely). If not, if he is still doing something wrong but he has
no stars then just leave it there. Unfortunately, we can do
nothing about it.
- (If they are on a car) Observing carefully is the key. If you
find a reckless driver follow him to see if it is his natural
way of driving, or if it was just a coincidence. If indeed it is
his natural way of driving warn him. If he ignores you and keeps
on doing the same thing you can proceed to turn your sirens on
completely and tell him to bring his vehicle to full stop, if he
does it, you should proceed with the Highway Patrol procedures.
What if the driver doesn't stop and ignores you? Well, in that
case which is the most common, you are supposed to tell him at
some point about what he was doing wrong, not necessarily by
approaching to his window but by talking directly from your
police cruiser. We are just supposed to warn them and remind
them about the server's rules. If they still are not listening
to you, just leave it there and abandon the pursuit. What would
be a reason to use a police maneuver in order to stop him? Well,
police maneuvers against unwanted drivers are just gonna be used
on extreme cases, if the driver is being completely dangerous
and reckless, at a point that it seems on purpose, then you are
allowed to use maneuvers and try getting his attention. And, if
he is still not listening after a couple of maneuvers, then
abandon the pursuit immediately. He will be eventually Admin
Jailed by a staff member and if not, do not worry, mister karma
is always there.

You are allowed to mark criminals as long as you don't use it to
"hunt" them or just caring about them. Normally usual cops use
their police computer to mark criminals above 3 stars and get
"fast money", but that's not our way of working in ISA. You can
mark them in order to use it just as a guide, so if by chance
you get to see a high wanted criminal in your small radar (near
to your position), you can try following him and a chase would
be started.

8. When to open fire?
This differs if you are on foot or in a vehicle pursuit:
On foot: If a criminal opens fire at you or at anyone, you are
100% allowed to open fire and take him down. Otherwise we will
always try to arrest criminals, not to kill them like savages.
What if you are on foot and you spot a wanted player driving a
car? Well, in that case you are allowed to shoot at his tyres
only (you will need practice for that). Try not damaging the car
itself since popping out his tyres would be enough to bring the
pursuit to an end.
When the criminal ends up in water there's no need to shoot him
since we can now arrest them by using our nightstick near to
them. However if it turns impossible to arrest them, because of
them being bugged or because of it taking really long to get
them, we are allowed to slowly open fire at them after warning
them at least 2 or 3 times about it.
In a car: The standard police cruisers have a really nice speed
and acceleration that just a few fancy and high speed vehicles
can surpass. If the criminal you are chasing is driving a
standard speed vehicle, there is basically no need to open fire
at his tyres (tyres only) unless: A) The pursuit is taking too
long and after warning the driver several times about popping
out his tyres he stills trying to get away B) You have already
warned the suspect about popping out his tyres and there are
absolutely no units responding.
When the criminal is driving a high speed vehicle, you are
allowed to fire at any part of his car at all times, after
warning him about it at least one time. You can only do that if
the criminal is driving one of the following cars: Hotring racer
1/2/3, Super GT, Comet, ZR-350, Turismo, Banshee, Bullet,
Cheetah, Infernus and Buffalo. However, if you have been
shooting at his car and you have already popped out 3+ of his
tyres, you should consider to ceasefire because our main goal is
to make him stop by surrounding him with our cruisers, not by
shooting at his car until destroying it like savages. Besides,
by popping out 3+ of his tyres, most of the time he will end up
destroying his car by himself, crashing into walls, trees, etc.
Same applies to any kind of high speed bike (if you can make
them fall, then make them fall).
So it's really important to know that opening fire when being in
a car (as a passenger) is mostly used as a last resort.

9. Patrolling

9. Patrolling
Patrolling the San Andreas state is our main activity. You can
patrol by yourself and you can also patrol with a team mate,
both ways of patrolling are correct. However, patrolling with a
partner can be way more useful. You already know how to patrol
by yourself, but what's your job when being at the passenger
seat of the police patrol?
Basically helping with everything, since you are not driving and
your hands and concentration are free to do a lot of other
things. For example, when your team mate is pursuing a car you
should warn him to stop (by typing it), tell the reason of him
being chased, warn when you are about to open fire, open fire if
necessary, tell you team mates what's your location, what
direction you guys are going.
Also when patrolling, we attend to civilian 911 calls. It is not
our first priority since unfortunately here in CIT the most of
the people call the police just to mess around. However, if
there is a call and you feel like attending you should mark the
player on your phone and then approaching to his location. Once
there you should ask him if he needs police assistance and to
see what can you help with. The 911 calls will appear at the top
center of your screen in a blue color and it will say:
"The-name-of-the-player has requested police assistance at
the-location"
Also, when patrolling, you shouldn't exceed 100KPH on streets
and 130KPH on highways.
A instructor should show the ISA's particular way of patrolling,
explain that we are not gonna be "hunting" high wanted criminals
only by using always our police computer. The instructor should
also show how the police codes work and how to apply them to
different situations.

10. Requesting Backup
"Backup", that word plays perhaps the most important role in
ISA. When are you supposed to ask for backup? It's simple:
Whenever you think it's needed. It's really relevant to know
that your safety is really important in an RP law group, as well
as your team mates safety. Here in ISA it doesn't matter how
many kills/arrests you got, it matters how long can you stay
alive. You should call for backup if there is a vehicle pursuit
in progress, if you think you have found a troll, if there is a
guy following you that is making you nervous, if you need
transport, if you think that you cannot solve an issue by
yourself, etc. All in all, you should call for backup the same
way cops do it in real life.
