       FBI Black List
       Black list levels:
       L5 - Permanent
       L4 - 2 months
       L3 - 1 month
       L2 - 2 weeks
       L1 - 1 week
       L0 - Waiting for HGEN to remove from list
       In recent days, we've had a lot of apparent idiots applying for
       the FBI and breaking rules, like...
       -Multiple applications in a short period of time
       -Pissing off valuable FBI members
       -Anything else that proves the applicant to be slow in the head
       Here's the format:
