       The harshness of the repression and the belligerent discourse
       of the government empowered radical leaderships in different
       parts of the country. In any locality of the Peruvian geography
       there are usually moderate and radical leaders: the former
       prevail when the government offers effective ways to achieve at
       least part of the demands; The latter gain strength when the

       However, the government and the Prosecutor's Office use a
       fallacy of affirming the consequent for the "terruqueo", as the
       accusation of terrorism without evidence is called in Peru: if
       Sendero Luminoso promoted the Constituent Assembly, all those
       who promote a Constituent Assembly are of Shining Path. Focused
       on this fallacy, they have detained several protesters without
       any evidence of specific crimes. It is true that there were also
       actors linked to informal and illegal economies, such as
       informal miners in Chala (Arequipa) and La Pampa (Madre de
       Dios). But here it is also important not to assume the same
       motives and repertoires for everyone. While in Chala there was
       violence against judicial offices, originating in previous
       conflicts, the miners of La Pampa joined the wave of protests by
       virtue of their own fight for the legalization of their
       activities.
