i would like to know what type of machines and ways there are to
balance cranks and piston and rod assemblies

The general practice is to make the counterweights be the total
of the weight of the crankshaft end of the rod and half the
weight of the piston, ring(s), circlip(s), wristpin, and small
end of the connecting rod.
On a single cylinder engine, balance is always a compromise so
dynamic balancing is sometimes used to reduce the vibration.

On an auto type engine it's a little complicated .The rods are
balanced as per weight in general plus dynamically big end to
small end .Pistons have weight "bosses " which are milled to get
the exact weight for each assembley .In modern production
methods it's all done on CNC machinery . I would have no idea
how a person using standard manual machine tools would do it .
