       Stihl 025, starter rewind hanging out

       my pull cord rewind thingee is not retracting. . .
       I pulled the rubber handle off the cord (Knot fell loose) and
       after carefully placing it back on top and tightening the four
       screws. . . now it hangs out about 8" instead of retracting into
       the rewind.
       Is there a procedure to pre-tighten the rewind before mounting
       the assembly?  Help please!
