JMO looks like set up to do rakers. I have a fat wheel for usg.

Looks to me like it was used to sharpen band saw blade. Like a
woodmizer. With the three arms with roller bearings to support
the band. The white handle looks to be a setter to put some set
in the teeth. But maybe I am way off.
