Heads Up - Updates

Ok guys a few changes have been made.
1) Carver is now a City, not a town! - However we will be set
for the time being in one part of the City!
2) Carver is definitely in the US, more specifically California.
3) The rank structure and badges in the PD have changed, they
now more closely follow the structure of the LAPD see here
