1899 Torso Murder : Manhattan 'The Morgue Victim"

This week, I'm going to post what I have on this atrocious
murder/dismemberment which took place two years after the
infamous Guldensuppe Murder in 1897.
An interesting aside to this terrible crime is that in the
October 12, 1899, New York World, former Inspector Alexander
'Clubber' Williams offered advice to the NYPD....somewhat in
the same vein that he would do 2 years later amid the 1901
pardon campaign for Amer Ben Ali. Williams suggested to Capt.
McCluskey, Schmittberger, and Price that they should look for a
midwife
as having committed the murder.. They did. Attorney William
Howe read Williams' opinion and agreed with it too.
At first, it was thought that the victim was a woman named
Gertrude Billings. Her husband contacted the police and told
them she had not returned home one evening
and based on this, the prevailing theory was that it was Mrs.
Billings.
It wasn't. Mrs. Billings was in 'hiding' from her husband. The
police learned her location and acknowledged her desire to keep
that location from her husband.
In November, a man saw a female head bobbing in the East River
at Pier 16. I'll find out whether this was resolved in time, as
well.
This was published over a week from the discovery of one part of
the torso. The New York World really ran with this story.
The police searched high and low in an extremely intense effort
for one month.
