It ceases to amaze me how much effort was put into getting
Ali....of all people...out of prison.
This is Vladimir Teplov ( 1861-1924).

Russian general, hero of the First World War, commander of the
Petrograd Military District, and participant in the White
movement.
His name is found under that of French Consul General, Edmund
Bruewart's on this petition page sent to Governor Odell in 1901.

It’s certainly a question that won’t go away How. Why the hell
would a Russian General have been interested in the slightest in
what happened to Ali? You would wonder in those class conscious
times (in Russian society more than most) he would have wanted
his name linked in any way to such a low life as Ali? I can’t
help suspecting that this might not have been any kind of moral
crusade in defence of a miscarriage of justice but someone
cause. That the release of Ali was of benefit to some group of
people. That the embarrassing of the police served some purpose.
Maybe I’m wrong How but I suspect political machinations.

This 1897-1901 pardon movement found 75 percent of the names
on the petitions of French origin.
The French Ambassador to the United States wrote to two
Secretaries of State urging the American politicians to try and
convince New York Governors to release him.
There are in the Official Files several letters from French
representatives to American politicians or officials that
mention that Ali was a citizen of France that looks as if that
fact was suggested to nudge things along.
Jules Cambon, who wrote a few letters, was the French Ambassador
in 1901, had mediated during the Spanish-American War.
Jules-Martin Cambon, a French diplomat, was born in Paris in
1845. He began his career as a lawyer and then became involved
in politics before entering the diplomatic service. He was
serving as the French Ambassador to the United States during the
War of 1898. He was an active participant in the peace
negotiations between Spain and the United States and a
contributor to the final agreement, the Treaty of Paris of 1898.
His role in those negotiations helped Spain and France to
develop a strong political partnership.
It was an attorney who worked at the law firm of Franco-American
Frederic Coudert, Paul Fuller, who went to Albany to give
Governor Odell a 3,300-word pardon for clemency( I know that
it's a 3,300 word document because I recently transcribed the
damned thing)
Ovide Robillard was no slouch, Mike. The next time you see
the words ASCAP after a song designating its author think of
Robillard, who started the artists' right to receive royalties
movement over 110 years ago. Americans, at first thought, he
was a screwball, demanding that French artists be paid if their
songs were used in music halls...but eventually, he changed the
playing field and remains unheralded for his actions.
There was a heavy political factor in the movement to free Ali.
Had he been a Brit , Dane, or American....there's no way this
much effort would have been expended on a loser like Ali.
Even after nearly killing William Greef in Matteawan during
1898, the French still orchestrated two pardon campaigns!
I firmly believe that there wasn't another organized campaign to
equal this one in 19th-century American history. 15,000 names
on the petitions sent to Black and Odell, combined,

initiated it How? The best that I can come up with is that
someone benefitted in some way from the police being
discredited. Being shown to have victims a poor innocent,
downtrodden lamb like Ali.

Mike....I see a combination of those disputing the police
investigation to the level of absurdity by the press ( such as
the Paul Fuller clemency letter to Odell in late 1901 which
stated that the NYPD NEVER looked for C.Kniclo.....who would
have told him this lie?) and a heavy dose of politics...with the
input from 'crime investigator'-slash-newsmen like that heralded
vanishing act at trial, Riis and Butler.
Not all the reporters on the fifth floor commented on the
'absence of blood'.
