A Prisoner's Death And A Theoretical Pardon : Two Questions

Question one is....what would have happened if either Governor
Flower, Black, or Roosevelt did decide to commute Ali's sentence
or had actually pardoned him before Damon popped up out of the
shadows in 1901?
The likelihood, IMO, is virtually zero. Let's assume for a
minute that Gov. Black pardoned him in 1897. Imagine the uproar
from several corners if this scenario had happened.
Or did Damon have to wait until Gov. Roosevelt was out of office
in New York and Governor Flower was in over in New Jersey?
I'd guess that the French wouldn't have been too damned happy.
The other question is would Damon have ever emerged with his
tale at all if Ali had died in prison first and, obviously,
before Damon came out with his story? It wasn't out of the realm
of possibility that Ali could have died prior to 1901, just like
the possibility of one of the three aforementioned Governors
capitulating to the incessant French clemency requests.
Imagine the clamor if he did come out after Ali had died from
not only the French but also local political wags....and of
course, the press, who in New York, didn't say anything about
the ten-year delay when he did come forward.
