Remove the Sleeping gas canister(W/Opened Valve) from the 'spawn
canister' menu

As most of you already know, it's possible to still use the
sandbox panel while ghosted.
Normally, this isn't too much of a problem, but there's a
canister inside the 'spawn canister' menu that starts off with
it's valve opened to the highest pressure.
This doesn't seem to have a legitimate use, besides quickly
filling the station with the stuff for no reason.
I'd suggest removing this, as well as the cluster
flashbang(Which starts activated) from the spawn canister and
spawn object menus entirely.

If it's within the limits of the code, I would definitely like
to see this implemented.

Actually, I think this is possible, I've been playing with the
code in the sandbox menu, and I could remove the bad gasses
completely.
