[Suggestion] Drug Dealer NPC

Explain Your Suggestion:
Idea number 1:
Look. There's a drug dealer standing in there. How do he get a
drugs inside if he weren't outside? So... Mine suggestion is
that there must be a cop NPC trading drugs, because he can leave
outside and get drugs to sell them inside... (( Just my elder
brotha' watched da' logic of drugs trading. ))
Idea number 2:
That cop has a time to sleep, right? He's not always on duty. So
I suggest you to make him to come to that tree ( or any other
place you choose ) in 9:00 server time and leave in 12:00 server
time, come in 13:00 server time ( let us say, he got a lunch ),
leaves at 22:00. (( Logic once again. Spotted by my elder
brotha' again. ))

Maybe he just bought them from a guard, and if the guard leaves
that area for some time, some players won't be able to buy drugs
because of their timezone.
