7/7/13 - Off-Topic and Drama Bug Fixes

I do believe I did this a while back but somehow it got undone.
I've fixed the bug where you cannot lock your own thread in
Off-Topic, and have removed polls in Drama. I've also disabled
editing and locking in drama.
Moderators can now issue warnings, but still cannot ban.
Moderators should also have access to the Moderator Panel, where
they can moderate reported posts.
Also Forum Rule #2 (limit language, ftw) has been changed to "No
ambiguous topics."
I'll leave this thread open to replies, let me know if there's
any issues caused by this update.

You forgot to mention that you disabled locking in drama
