This is off by memory but I believe it is right.
7pm EST is 0Z.
8pm EDT (summer daylight savings) is 0Z.

however wither skeleton skulls are infinite because wither
skeletons are mobs and spawn continuously

That doesn't make it okay to just duplicate or spawn them. Many
materials are infinite, cobblestone, wood, etc. That doesn't
mean we can just /give blanoxium wood 9001 all the time. Then
we're playing creative and not survival.

The wither skeleton skull was duplicated in a corrupted chunk.
Fireworks being useless overall, it is a good alternative use
for them.
