no the better question is can yqt make bans and regulations on
uncontrolled lands (like the end) or does bla do that. (so does
yqt have to ask bla if he can ban snow golems, or does he just
implicitly have the power to do so)

I and Yqt regulate The End because it's too small for people to
just treat like the overworld. Yqt can make bans yes.
Now that we have defeated the ender dragon I don't think we need
the snow golems anymore. Maybe sometime later we can assign a
small area for snow golems if people think we need them in The
End. Maybe we could make a "safe area" around the entrance
platform and the portal to the overworld with snow golems, and
no snow golems outside that area.

Hey come on, I removed the snow golems, including the ones I
made. There might be a few stuck on an inaccessible ledge
somewhere since the last few that I got we're stuck on tiny
ledges. Didn't see any snowballs flying around though.
