       LLAD certification

       Leadership in lighting and antimob design. modeled after LEED

       levels of certification:
       fail: 0-1
       certified: 2-3 pts
       silver: 4-5 pts
       gold: 6-7 pts
       platinum: 8-9 pts
       point system:
       1. +3 no mob spawns (overworld mobs)
       2. +1 no surface with < 7 lighting. implies 1.
       3. +2 nontrivial antimob perimeter and 1, 2 satisfied (walls,
       moats, etc)
       4. +2 perfect antimob perimeter and 1, 2, satisfied. implies 3.
       5. +1 internal mob area denial system (golems, doors, wolves)
       certification fee will be waived for now. file applications
       below
       note: LLAD certification is currently available for only
       overworld locations.
