now wanting to claim the whole jungle

yellow/orange are 2 areas i am looking at right now

The jungle is Guodesia, so you can't claim the jungle.

i will probably make this 2 or 3 municipalities, depending if i
get the jungle or not. THe red line in the middle will split
them

Ok, I can vote for that region, but the jungle wouldn't be
available unless Guodesia becomes inactive or approves it.
Just say whenever you want to start the voting process again.
