       Plaidania seems to be a bit of a complicated mess, and this is
       what I've come up with for further dividing it so that its
       different parts are delegated to the proper people:

       The city sector can be built on by anyone, the dar sector by me
       and by others with my permission, and the ??? section will
       either to go the city, me, or to Naru as part of regular
       Yukiland.
